Portland Legal Video Service is owned by Walter L. Sanford.  Mr. Sanford has spent 26 years as a broadcast television engineer in commercial & public broadcasting as well as 15 years as an independent videographer.  He is certified as CLDV by the American Guild of Court Videographers and has worked both at the Federal and state levels in multiple jurisdictions.  He hold a Bachelors from Willamette University and a degree in Broadcast Engineering from the State of Washington—Department of Higher Education.  He has been recognized by the National Association  of Television Arts & Sciences as part of the team that developed the concept and technology for Descriptive Video, which is now a PBS Standard.
